Lady Phenex is the current Lady of the Phenex Clan. She is the mother of Ruval, an unnamed son, Riser, and Ravel, and the wife of Lord Phenex.
Appearance
Lady Phenex looks exactly like her daughter, Ravel, in her early twenties with the same blonde hair and blue eyes, with the only exception of her hair being done up very high with ornate hair decorations.
Personality
Lady Phenex has a very kind and gentle personality. She also has concerns about Ravel's well-being, being apparently aware of her daughter's feelings for Issei, even subtly teasing that they should marry, much to Ravel's embarassment.
History
Not much is known about Lady Phenex nor about her family, other than at one point prior to the series, she married into the Phenex Clan and eventually gave birth to four children: three sons and a daughter. Also that, while a King, Lady Phenex has mostly retired from the Rating Games.
Plot
The Heroic Oppai Dragon
Lady Phenex makes her official appearance in Volume 10, thanking the Occult Research Club for taking Ravel in and asking Issei and Rias to take care of her daughter. She also tells Issei that her daughter is currently a "free" Bishop, trading her from her son prior. Before leaving, she encourages her daughter to deepen her relationship with Issei and work hard to preserve their family's pride.
The Legend of Oppai Dragon and his Lively Companions
In Volume 22, Lady Phenex appeared at Issei's High-Class Devil promotion ceremony along with Riser where she meets up with Issei to trade his bishop piece for Ravel to enter his Peerage.

In Volume 24, Lady Phenex gathered together all the parents and guardian of the girls currently engaged with with Issei at the Hyoudou Residence to discuss plans for their wedding ceremonies with the Phenex House being responsible for overseeing the series of schedules. She also teases her daughter potentially getting engaged.

Demonic Power: As a Devil, Lady Phenex has all the common skills and powers of one. Lady Phenex can teleportation herself to any location.
Flight: Being a Devil, Lady Phenex can use her wings to fly.
